I guess it depends on where you hang out in Hollywood as to how sketchy it is. I wouldn’t want to walk around the “downtown” area late at night alone. And I have in recent years seen an increasing problem with people hanging around the Walgreens who seem to be strung out on something.
The beach area, however, is lovely, as is Arts Park and other parts of Hollywood, which is well equipped for tourists, especially between January-April.

Also, as you say, your observations are probably appropriate for South Florida on the whole. I can’t say how it compares to the west coast of Florida, which I’ve been led to believe is largely home to retired folk.
